Bioterrorism Preparedness Activities in Ocean County 

The goals of the team are to strengthen collective planning and response infrastructure (staffing, training, technology etc.),  Form an Ocean County Bioterrorism Advisory Committee (BTAC), Develop various plans (Smallpox, SARS, Strategic National Stockpile, Public Health Emergency Response, Risk Communication), Expand current surveillance mechanism, Partner with appropriate stakeholders to be able to coordinate and respond to a BT event, Develop and conduct tabletop and full scale exercises to test the plans' Develop  Educational/Training/ Informational programs available to any group requesting such information, Maintain the Ocean County Health Alert Network (LINCS CHAIN), and maintain the Local Information Network Communication System (LINCS) website

Joseph Przywara

Public Health Coordinator for the Ocean County Health Department. As the chief public health officer for Ocean Countys half-million people, he must divide his time between a wide variety of issues and concerns; everything from water quality along the countys miles of public bathing beaches to childhood immunizations to insuring the operations of the county health department. 

The relatively new field of bioterrorism adds another substantial duty to his area of responsibility. Joes role in bioterrorism as the director and administrator of the bioterrorism preparedness programs now being developed is to help the people of Ocean County survive a bioterrorism attack here, should one ever happen. Although the risk is small, we must be prepared. 

He is responsible for mentoring the bioterrorism team in its efforts to reach out to the people of Ocean County in innovative ways and expand the overall knowledge and understanding of bioterrorism today and tomorrow. Joe assures that the plans and programs developed by his staff are clear, purposeful, realistic and practical. He voices our concerns in this area to the Commissioner of the New jersey Department of Health and Senior Services. Joe is the public health official responsible to the state and to the federal Centers for Disease Control and Prevention for assuring that all the bioterrorism grants funding received by the department is properly used for the purposes intended to produce maximum public benefit, preparedness and protection.

Cathleen Ciniglio

Epidemiologist:  Cathy conducts the following activities: plans, coordinates and implements epidemiological public health programs, including investigative and surveillance activities; provides consultation and advice to health care providers, infection control professionals and others regarding communicable disease reporting requirements and prevention/control of outbreaks; evaluates surveillance of reported data to detect disease clusters that may signify disease outbreaks; obtains lab reports and other medical records, and collects samples, when appropriate, as part of investigations; evaluates the communicable disease reporting system, developing revisions as required; and participates in bioterrorism emergency response planning.  Cathy earned her Masters Degree in Public Health in Epidemiology from UMDNJ after receiving a B.A. in Biological Sciences from Rutgers University.  She has approximately 12 years experience in the design and analysis of epidemiologic and clinical studies, specializing in infectious disease, within the pharmaceutical industry and public health.  Cathy can be reached by phone or e-mail at 732-341-9700 ext.7560 and cciniglio@ochd.org,

Scott Allen Cover,

Scott A. Cover 
MCSE/MCSA/MCDBA/MOUS/A+/N+/CNA/CCNA/BS 
Technical Assistant/Management Information Systems,  graduated from Saint Francis College (PA) in 1991 with a Bachelors of Science Degree in Liberal Arts with a concentration in Criminal Justice/Computer Science.  He is a Microsoft Certified Systems Engineer, Administrator, and Database Developer, along with Webmaster Training.  He also holds the A+ certification and N+ certification through compTIA.  Primary duty of the Technical Assistant/Management Information Systems is to manage and maintain the flow and controls of digital information.  This is done through the implementation of a Broadcast Fax Server, which allows us to send important timely information to persons who need it.  Another aspect of data is the Internet presence of the Bio-Terrorism unit and the rest of the Health Department, this is done through the careful planning and execution of the departments web site.  I also act as a technical liaison to many of the county agencies and other BT units to assist them in the daily functions of Data Management and Computer Hardware and Software support

Daniel Regenye
Public Health Planner
Daniel Regenye has been with the Ocean County Health Department since 1994. Daniel currently oversees the BT preparedness and planning activities and administers the bioterrorism grant for the county health department Daniel has earned his BS degree in Public Health Administration from Richard Stockton College and a Masters Degree in Healthcare Administration from Seton Hall University. In addition, he is pursuing a second advanced degree in Public Health Epidemiology from the University of Medicine and Dentistry of New Jersey (UMDNJ) Daniel can be reached at (732) 341-9700 ext. 7228 to answer any questions about current bioterrorism preparedness activities. Ed Rumen

Ed is the BT Risk Communicator and Trainer. He writes, edits and publishes most of our BT news releases, brochures, handouts, newsletters and other written material. He is one of the primary BT team members who will visit your club, agency or school and present seminars, lectures or group discussions on bioterrorism preparedness, home emergency plans,  BT Agents or other related information geared toward your group He also manages our satellite Distance Learning Network, which airs programs within the health department that are BT-related or deal with some aspect of public health. (Due to space limitations, the satellite classes are open to public health practitioners and related professionals only.) 

Ed also is the health departments public information officer. 

He is a retired field grade officer; a Vietnam veteran, with a combined military career of 22 years in the active Army and reserve components and holds the permanent rank of major. He also has a thorough journalism background and was the editor of a group of community newspapers in southern Ocean County for several years. Before joining the health department, he most recently completed 13 years working for the General Assembly at the State House in Trenton where he acquired a practical knowledge of how government works.

Lucy Urea-Gutierrez
Spanish and English Interpreter,Translator and Administrative Assistant.
She has been with the Health Department for two years and was the front desk receptionist prior to taking her current position. She helps coordinate the BTAC meetings, and works to assists all members of the BT Team. She hails from the Dominican Republic where she was a public schoolteacher. Other prior work experience includes serving as an office manager in New York City and Cardiac Services Coordinator at Passaic General Hospital.
